Having been in the school architecture business I've learned that contractors are very good at blaming others. So while this article paints the School District, Architect, and Structural Engineer as incompetent, the contractor can just as easily be the one to blame for the problems.

Just because there are over 300 RFI's doesn't mean they are warranted. And the claim that 76 ASI's is unusual is a bit subjective – saying the usual number is 10 is unrealistic. We often have to issue ASI's when there are unforeseen conditions or when the contractor screws up and we have to fix it.

That said, I have worked with clients who are not realistic and design teams that are not as well coordinated as I would like. So this may be a case where the contractor is justified. The courts will have to decide.
